Where a product is classified as food, it is regulated under the Food Act 1983, Food Regulations 1985 and related food-safety and hygiene requirements.

Understanding the food–drug boundary
Classification isn't set by the name
Ingredients, ingredient levels, presentation, directions for use and proposed claims all affect whether a product is regulated as food — or instead falls under NPRA as a health supplement, natural product or other drug category.
The food–drug interphase
Products combining food ingredients with bioactive substances may fall within the food–drug interphase. There, classification should be settled before the formula, claims and packaging are finalised. Getting it right early prevents costly reformulation, unsuitable packaging, non-compliant claims and delays in commercialisation.
